The gathering signaled a collective commitment to move from *strategy and agreements to real-world implementation* of carbon benefits at the community level.<\/p><p>*From Global Commitments to Community Benefits*<\/p><p>Following the successful verification of Nepal\u2019s first Emission Reduction Program (2018\u20132021) and the receipt of *USD 9.4 million in performance-based carbon payments, the focus has now shifted toward **how these benefits will be invested and shared equitably*.<\/p><p>The seminar validated Nepal\u2019s draft *Investment Plan (IP)\u2014a core instrument aligned with the national **Carbon Benefit Sharing Plan (BSP)\u2014which will guide how carbon revenues are allocated across **Community Forest User Groups (CFUGs), Protected Areas, and government-managed forests* in 13 TAL districts.<\/p><p>The Investment Plan prioritizes:<\/p><ul><li>Sustainable Forest Management (SFM)<\/li><li>\u00a0Climate-resilient and green livelihoods<\/li><li>\u00a0Biodiversity restoration<\/li><li>\u00a0Fire and invasive species management<\/li><li>\u00a0Water recharge and ecosystem services<\/li><li>\u00a0Human\u2013wildlife conflict mitigation<\/li><\/ul><p>Importantly, it embeds *equity, safeguards, and Indigenous Peoples\u2019 and Local Communities\u2019 (IPLCs) rights* at its core.<\/p><p>&gt; *\u201cThis is not just about carbon finance\u2014it is about trust, transparency, and fairness,\u201d* said Mr. Nabaraj Pudasaini, Chief of the REDD Implementation Centre.<br \/>&gt; \u201cFor REDD+ to succeed, carbon benefits must meaningfully reach Indigenous Peoples, forest-dependent communities, women, and marginalized groups. The Investment Plan provides the roadmap to ensure performance-based payments translate into real improvements on the ground.\u201d<\/p><p>*Strengthening Multilevel Governance for REDD+*<\/p><p>Discussions throughout the seminar emphasized the need for *strong institutional coordination*\u2014from MoFE and REDD IC to provincial ministries, Divisional Forest Offices, and CFUGs. Participants highlighted the critical role of:<\/p><ul><li>Functional *REDD Desks and REDD Cells*<\/li><li>\u00a0Clear roles for REDD focal persons<\/li><li>Robust *Monitoring, Reporting, and Verification (MRV)* systems<\/li><li>\u00a0Accurate forest data, GIS boundaries, and documentation<\/li><\/ul><p>The seminar also surfaced practical concerns around *fund flow mechanisms, taxation, PAN requirements, and capacity gaps at district level*, prompting REDD IC to commit to issuing simplified financial and procedural guidance.<\/p><p>*Preparing for Rollout at the Community Level*<\/p><p>Looking ahead, *DGM Nepal Project and REDD IC* will jointly support *capacity-building and follow-up consultations* across the *13 TAL districts*, ensuring that district-level Investment Plans are refined, safeguard-compliant, and aligned with community priorities.<\/p><p>Special attention will be given to:<\/p><ul><li>\u00a0Remote and historically marginalized CFUGs<\/li><li>\u00a0Women\u2019s participation and leadership<\/li><li>\u00a0Activation of passive CFUGs through enterprise development<\/li><li>\u00a0Strengthening customary and tenure rights<\/li><li>\u00a0Building district readiness for future carbon finance opportunities<\/li><\/ul><p>*A Turning Point for Nepal\u2019s REDD+ Journey*<\/p><p>The Bhairahawa seminar marked a critical transition\u2014from planning to practice\u2014in Nepal\u2019s REDD+ implementation.
