Project Management, Monitoring, and Knowledge (US$0.9 million)

Component-3 will support the efficient management, effective implementation as well as participatory monitoring and evaluation (PM&E) of the project. This component will finance the incremental operating costs of National Executing Agency (NEA) for the effective and efficient management of the project, i.e. incremental expenditures incurred on account of management, implementation and monitoring of the DGM Nepal Project, including the Grievance Redressal Mechanism.

1.1. Resources available to support project beneficiaries

  • (1) The effective implementation of the Project;
  • (2) Technical assistance, operation, and reporting of participatory monitoring and evaluation (M&E);
  • (3) Effective communication to stakeholders and the public; and
  • (4) Design and operation of a grievance redress mechanism (GRM); an
 

1.2. Organizing knowledge sharing opportunities, including issuing reports and organizing events.

NATIONAL EXECUTING AGENCY

A National Executing Agency (NEA) has been selected to implement the program in each country. The NEA carries out the administrative and fiduciary management of the project under the oversight of the National Steering Committee (NSC) in the country. The selection of the NEA has been done by the National Steering Committee in each country. Rural Reconstruction Nepal- RRN is the NEA for DGM Nepal project.

RRN has been working in the field of community-based natural resource management, particularly in social and community forestry for more than 30 years. throughout the years, community-based and social forestry by engaging and creating awareness about the rights of the indigenous and local people to conserve their environment have been scaled out and implemented in our implementation of development projects with a specific focus on local institution building such as strengthening the institutional basis of community forest user groups, forest management and livelihoods, forests and biodiversity conservation and the rights to forests resources. Under Component 3: Project Management, the design and operation of a Grievance Redress Mechanism (GRM) is crucial. This mechanism includes the implementation of the project's grievance redressal system, designed to address and resolve grievances effectively. It also involves the establishment of communications and feedback mechanisms to ensure transparency, accountability, and continuous learning within the project.Through these mechanisms, the project aims to engage in ongoing dialogue with its beneficiaries and stakeholders, fostering a culture of open communication. Additionally, a clear channel will be developed to inform the National Steering Committee (NSC) and the National Executing Agency (NEA) of any grievances received.

To manage grievances efficiently, the NEA will appoint a focal person to monitor and respond to concerns raised. Furthermore, the NSC will establish a committee dedicated to addressing grievances promptly and effectively, ensuring that all issues are handled in accordance with project guidelines.

The project management, monitoring, and knowledge sharing component will ensure that the project is managed consistently with World Bank policies; the results are monitored and reported on; and Nepal’s IPLCs’ DGM experience is well documented and disseminated in Nepal, the region, and globally.
